About the Bill

Climate change is already damaging the world's ecosystems.

Left unchecked, it is set to cause a global humanitarian and environmental disaster affecting species, habitats and people everywhere.

The UK has the opportunity to show real leadership in combating global climate change by delivering a strong Climate Change Bill.

The UK is the first country in the world to introduce a Bill on climate change - the government is to be commended for showing leadership on this serious issue.

But it's vital we get it right and that MPs deliver a strong and effective Bill.

It's a case of either listening to the science, or ignoring it - in which case we will have to face the consequences for species, habitats and people.

We need to set a target that delivers the reduction in UK greenhouse gases that is needed - the science tells us the target should be a reduction of at least 80% by 2050, with an interim target of 40% by 2020.

It's also vital that we include emissions from all sources, including international aviation and shipping - the fastest-growing sources of UK emissions. Also, there's little point in achieving cuts in our national greenhouse gas budget on paper by buying 'carbon credits' from other countries - we must move towards a low-carbon future by ensuring that the majority of cuts are made in the UK. At the moment, the government has removed the amendment stating what proportion of the reductions should be made in the UK. These two issues significantly weaken the Bill and mean it will not deliver the cuts needed if the UK is to take its share of the responsibility for tackling climate change.

If all this sounds too ambitious, we know it can be done.

Together with the Institute for Public Policy Research and the RSPB, WWF commissioned a report to examine whether the UK can achieve an 80% reduction target, and what implications it would have on the economy.

The report found that it is technically feasible to reduce the UK's emissions of CO2 by 80% by 2050 - including emissions from international aviation, and without resorting to new nuclear power generation - without relying on unsustainable technologies, and that this can be delivered within a growing and sustainable UK economy.
